Established in 1989, the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development of Zimbabwe is the government agency responsible for the development and regulation of higher education, innovation, science and technology development in Zimbabwe.

The ministry's mission is to promote and facilitate access to quality higher education, foster innovation and entrepreneurship and enhance the skills and capabilities of the Zimbabwean workforce to contribute to sustainable national development. The ministry aims to achieve this by formulating policies, plans and strategies that align with the country's economic development agenda and by providing oversight, monitoring and evaluation of the higher education and innovation system in Zimbabwe.

The ministry oversees the funding and management of higher education institutions in Zimbabwe, including universities, polytechnics, teachers' colleges and vocational training centers. It also regulates and monitors the quality of higher education institutions and programs, ensures that they are relevant to the needs of the labor market and promotes collaboration and partnerships between institutions of higher learning, industry and other stakeholders.

In addition, the ministry provides financial support and scholarships to Zimbabwean students to study abroad, promotes research and development in science and technology and supports the transfer of knowledge and technology from academia to industry.

Zimbabwe has a relatively well-developed education system, with many reputable universities and research institutions in the country. However, the sector has been impacted by economic challenges, resulting in funding constraints and limited access to quality higher education for some students. The ministry continues to work under challenging conditions to provide access to quality higher education and to promote innovation and entrepreneurship in the country.
